Artificial neural networks concepts and applications

Abstract: This study investigates the difficulties faced by Iraq in deploying Artificial Neural Network (ANN) technologies in those pillars of the national economy: energy, healthcare and education. Beginning with limited technical, financial, and infrastructure development, Iraq was clearly unprepared from an international benchmark to implement ANN applications. Major obstacles pointed by the research were gaps in the sector, lack of trained professionals, insignificant investment in AI, and deficient regulatory framework. This study compares Iraq’s current metrics to standards defined by the International Telecommunication Union (ITU) and ISO and offers specific recommendations to improve Iraq's ANN capabilities. Significant steps are put into investing in developing workforce training, improving infrastructure, providing increased financial support and developing the regulatory framework to make sure it’s adopted ethically and safely. The findings provide a strategic roadmap toward helping Iraq build a robust AI ecosystem, which in the end will help facilitate modernization, efficiency and international technological development.
